He was born on April 7, 1980 in Tuxtla Gutiérrez, Chiapas, Mexico. Velasco Coello studied law at the Autonomous University of Chiapas and obtained a master's degree in public administration from the Autonomous Technological Institute of Mexico. He began his political career in 2006, when he was elected to the Chamber of Deputies of Mexico. In 2012, he was elected Governor of Chiapas, becoming the youngest governor in Mexico. He was re-elected in 2015. In 2018, he resigned as Governor of Chiapas to run for the Senate of Mexico. He was elected to the Senate in July 2018. In 2012, Velasco ran on a PRI-PVEM coalition ticket in the 2012 gubernatorial election and won, becoming Chiapas' governor later that year.
